8 a.m. - 10 a.m. InSync Training: Enhancing Collaboration between Probation and Law Enforcement 

Correctional Probation Officers (CPOs) are essential to public safety and offenders' rehabilitation in their communities.  Probation officers play a critical role in the criminal justice system, acting as a bridge between the courts, offenders, and the community. Their primary duty is to supervise individuals sentenced to probation, ensuring they comply with the terms set by the court while also providing them with guidance and resources to reintegrate into society successfully. This role necessitates close collaboration with law enforcement agencies to share crucial information, monitor behavior, and manage risks effectively. By working together, probation officers and law enforcement ensure the community's safety and support the rehabilitation of offenders, thereby reducing the likelihood of recidivism. This partnership is essential for maintaining public safety, providing a support system for those on probation, and enforcing judicial decisions.

Kellie has worked for the Florida Department of Corrections for 31 years. She spent her first ten years with the department working within the institutions. She then transitioned to community supervision and has risen from Probation Officer to Senior Officer, High-Risk Specialist, Correctional Services Consultant, and Correctional Probation Supervisor. In Kellie’s current position as the Regional Training Coordinator for Region 1 she oversees officer certification and instructor certifications and coordinates and facilitates training for the Region.

Through encountering obstacles, heroes are tested and forged into becoming the great, authentic human beings they are destined to be. This class is a combination of lecture and hands-on training. It will cover basics and advanced topics/techniques devoted to single or mass casualty active assailant(s) event(s). Trauma Kit Contents will be discussed, new products in the marketplace and refinement of needed products. Participants will utilize multiple products from the foremost vendors in the marketplace. *Students are encouraged to bring their own trauma kits for familiarization.

Dr. Brooks started his career in 1974 as an ambulance attendant/REMT. He is one of the first Paramedics in the State of Florida and graduated Medical School in 1985. He spent 15 years in the streets of St. Petersburg and Orlando. He has devoted his entire career to Emergency, Urgent Care, Occupational Medicine, Drug Abuse and is a multi-discipline educator for multiple college systems and is an Internationally known lecturer for over 40 years. Dr Brooks currently has two companies, ADVANTAGECARE (An MRO/TPA practice for Drug and Alcohol abuse) and ADVANCETED TRAUMA SPECIALTIES, a Tactical Medicine Educational firm with a supply arm for trauma gear. Dr. Brooks has won several awards throughout his career, is a member of multiple national organizations, has had numerous national publications, is an inventor, Entrepreneur and is considered a subject matter expert.

1 p.m. - 4 p.m. New Firearms Curriculum Q&A Members from the FDLE firearms rewrite team will be hosting a Q&A session regarding the new firearms curriculum. Please bring any questions or concerns you may have, which will be addressed. The instructors will also demonstrate how sections of the new curriculum should be delivered. 1 p.m. - 5 p.m. Teaching and Implementing Defensive Tactics This session will discuss researching, developing, and implementing in-service training. How to teach the concept through the technique and how to allow each student to discover their ability and needs when it comes to controlling a resistant subject. 1 p.m. - 4 p.m. Course Full: Israeli Shooting: Train the Trainer The goal of the class is for officers to understand and use the Israeli Shooting System in order to train civilians how to handle, carry and use a pistol safely. The class is especially relevant to officers who train civilians in pistol safety, concealed carry, church security teams, or private security. The instructor will explain the rationale of the Israeli Shooting System and train officers in its use. The Israeli Shooting System is considered to be the safest method for carrying and using a pistol. Since the Israeli System does not permit carrying with a round in the chamber, users must learn a special technique to draw, rack, and fire. In addition, the System uses both one-and two-handed handed shooting, special grip, rapid point-shooting, moving with a pistol, dealing with crowds, shooting from a stable position, and other features. 2 p.m. - 4 p.m. Closing the Circle: Help Us, Help Them Overview of the unique stress factors for 9-1-1 telecommunications/dispatchers and the Consolidated Dispatch Agency’s strategies to mitigate the negative impact. The presentation will include a discussion on the lack of closure after potentially traumatic calls, the importance of building relationships with partner agencies, the types of critical incident debriefing utilized, and the ways to strengthen/maintain resilience. 2 p.m. - 4 p.m. Generation Z

Generation Z (post 1995 to ~2007 births) is one of the most confusing generations in recent memory. They are motivated differently from previous generations, yet we continue to use old data and methods to address their needs – many of us still refer to them as “Millennials”. To communicate with Gen Z, we must reach out to them or be labeled as “Boomers” who are out of touch with current issues.

This program will begin with a brief overview of Generation Z, their background, and motivations. From there, we will discuss their use of social media, communication preferences, and learning styles. We will conclude with observations on mental health, consistency, use of technology, and potential recruiting impacts. Participants are encouraged to provide commentary and feedback through the program.

This session will leave participants with a better understanding of Generation Z and strategies they can implement. Whether instructing in the classroom or high liabilities, speaking to potential recruits and Officers in this age range, or simply looking for directions on where to start adapting your training programs.

8 a.m. - 10 a.m First Responders Supporting Those with Autism

The prevalence of autism spectrum disorder (ASD) has risen to 1 in 36 children in the United States, per the Centers for Disease Control and Prevention (CDC).  For those in public safety, this creates an increase in interactions with both children and adults with autism, thus generating a need for knowledge to successfully assist, interact, and communicate with individuals with ASD. In this training, participants will learn how to identify individuals with autism, understand and predict their actions and reactions, and effectively communicate and assist this population.  Participants will also learn how to implement tools to promote constructive interactions. Presenters will convey this information through PowerPoint, demonstrative videos, interactive role-play, and in-depth discussion.

This course will expose officers to tactics suited for situations where multiple officers are on scene or engaged with a combative subject. Topics to be covered include team- takedowns, weapon retention, handcuffing, ground control, and confined space management. The course is will be instructed by Brenin DeOliveira who is an active law enforcement officer and the founder of the Brazilian Jiu-Jitsu COPS program. His Brazilian Jiu-Jitsu (BJJ) accolades include competing internationally and winning titles such as the Delariva Cup, Massachusetts Open, and Dragon’s Lair Absolute Championship. In addition to being a coach at BTT Jax, his leadership style is strongly influenced by his training under the highly-respected Francisco ‘’Toco” Albuquerque, from whom he earned his Brazilian Jiu-Jitsu Black Belt.

The SABRE OC Instructor Certification Program addresses the most pressing issues surrounding OC usage over the past 20 years. This program will focus on deploying, handling, and documenting the use of Chemical Aerosols. Medical issues and legal liability are covered. This course will enhance the instructor’s development in the use and training of aerosol tactics. This program further tackles what has and has not worked, situational awareness and requirements, and tactics for surviving an Aerosol Attack.

Don Wieder, presently a Lieutenant with the Lexington County Sheriff’s Department and assigned to the Training Division, has over 36 years of law enforcement experience. Lt. Wieder holds numerous other Master Corporate Instructor certifications in the Use of Force field. 8:30 a.m. - 5 p.m. Course Full: Evaluating and Training to Build Survival Shooters

This hands-on Workshop will teach you how to diagnose shooting issues, develop skill-based drills, and build a true survival shooter. The course will involve how you test your needs and results in both pre- and post-your-skill drills. We will go through the steps and signs along the way to help you decide if your actions are working. We will also learn the benefits of positive instant response, the use of cover, weapons malfunction clearance, and why most of your in-service training should involve the correct drills at speed and sequence. You will learn the difference between training and testing.

Our goal will be to correct shooter problems and improve all shooters. We will be teaching the subconscious mind to do that and move to cover without conscious thought. There will also be an emphasis on the new CJSTC shooting stances and compressed-ready positions, which will benefit all our development, whether you’re an iron site shooter or an RDS shooter. We will use the last 30 years of learned lessons and neuroscience as our basis.

Students must bring ball cap, eye and ear protection, duty gear and weapon, one can of white paint and one can of red paint, 250 rounds of frangible ammunition per student.

Upon the successful completion of this course, certified instructors will be able to customize their presentations, tests, and lessons to meet their specific agency-based SABRE .68cal Launcher product needs. 10 a.m. - 12 p.m. Proactive Leadership This curriculum is the skills-based approach and practical application of two of the most important skills a leader can possess: Supportive feedback and Empathy. Learn how to recognize both truthful and deceptive behaviors as well as verbal indicators of deception. Knowing these cues will provide officers with the insight to ask the right questions and elevate the level of their investigations.

Sergeant Mike Ruggiero has been in law enforcement for over 30 years and with the Orange County Sheriff's Office in Orlando, Florida since 1991. Sergeant Ruggiero has over 20 years of experience investigating major cases, such as: Sex Crimes, Internal Investigations, Robbery, and Homicide. Sergeant Ruggiero has been involved in the investigation of several hundred homicides as both an investigator and the sergeant of the Homicide Squad.
